The law was passed after last year's decision of the Constitutional court of Russia. He considered that the relevant Basic law provisions which deprived life of prisoners of the right to a long meeting. At least-the first ten years of the term. In addition, the expectation could be dragged on for an unknown period, until the moment the prisoner will die.

The fact is that under the law, life convicts are serving sentences in the colonies of a special regime, and the first ten years are spent in strict conditions. Then the question of regime easing can be raised.

However, "may be" does not mean that the regime will be softened. Under strict conditions, however, long visits were not allowed in the colonies. Only a short meeting. Two married couples achieved changes. The couple Nicholay and Veronica Korolevylodged one complaint with the Constitutional court. In addition, the Vologda regional court, which has considered the complaint of the spouses Anton and OlesyaMacaninch, asked the CC for clarification.

The two men were sentenced to life in prison. As the media wrote, Nikolai Korolev was convicted of a series of high-profile murders in Moscow and the terrorist attack on the Cherkizovsky market in 2006. At that time, 14 people were killed.

At the time of filing the complaint, Nikolai Korolev was in the colony "Polar owl" in the village of Harp Yamalo-Nenets Autonomous district. Behind Arctic Circle. There is no reason to assume that his address has changed since then.

As reported media, Veronica is the second wife of Nicholay. They got married already in the colony in 2009. By that time, they had known each other for about five years.

In their complaint, the spouses contested the provisions of the Executive Penal Code because the regime without extended visits was considered "to violate the right of the prisoner and his wife to family life, to be cruel, inhuman, degrading punishment of the prisoner and cruel, inhuman, degrading treatment of the prisoner's wife".

The couple was denied the right to use assisted reproductive technologies. The colony does not have the necessary equipment. In addition, the nearest medical institution that could carry out such a procedure is not included in the list of institutions working with the Federal penitentiary service. This means that the convicted person could not be transferred there. Moreover, whether it is possible, probably, many experts would ask a question: whether the state has the right to spend taxpayers ' money (for the road and protection for the condemned) for such purposes?

In his turn, Anton Mazunin, as reported by the media, was sentenced to life in prison for the murder of the parents of his ex-girlfriend Anna. By this time he was married to another friend of his, who gave birth to his daughter.

Olesya Marinina has also insistedthe court on giving her the possibility of long visits with her husband because the Constitution guarantees the right of citizens to family life.

The Constitutional court agreed that there was a flaw in the legislation. It turns out that the wives in some sense are also subjects to punishment together with their husbands. In addition, the law does not exclude pardon or parole for life. In this case, the possibility of his return to normal life is of particular importance. Only the family is able to give a chance to return to normal life to someone whose guilt, of course, will never be expiated, but to whom the state and society have agreed to give a chance.

According to the Federal penitentiary service, as of October 1, there are 2 thousand 13 people in the correctional colonies for life imprisonment.

Now everyone has the right to one meeting a year with family. At the same time, the law has increased the number of permitted visits for other categories of convicts serving time in various colonies under strict conditions. All of them will be able to see their relatives more often.

Another important initiative for life convicts is only considered in the State Duma. The government has introduced draft amendments to the Penal code to Parliament, which increase the time of walks for life-sentence prisoners. The duration of walks can be increased from one and a half to three hours; it all depends on the conditions in which the prisoner is serving his sentence, and his behavior. Life convicts in strict conditions will be entitled to an hour and a half of daily walk, in normal conditions - for two hours. Under light conditions, the time spent outdoors can be increased to three hours as a reward.
